The controversy started with netizen’s wrong expectation of the bridge, which is not the same as many bridges in other countries. The both heads of footbridge are not reach to the pavement, so pedestrians still need to cross the roads to reach the pavement.
The problem is that the two roads are somehow unsafety for citizens to cross because there are motors and cars, which would ride and go speedy on it. Thus, it could cause an accident.
